Safety, security and access incidents Incidents of threats and violence affecting aid workers and aid delivery. Africa Burkina Faso 08 February 2023: Along the Dedougou-Toughan road, near Dedougou village, Sourou province, Boucle du Mouhoun region, a clearly-marked MSF vehicle carrying a team of four people, including medical staff, was ambushed by armed men who shot at the passengers, killing the logistics supervisor and the driver, both male and from Burkina Faso. Two other staff escaped without harm. Following the attack, MSF suspended activities in the region. The trucks were forced to return to Adigrat. Source: Twitter Mozambique 19 February 2023: Update: A US pilot from the US-based ministry Mission Aviation Fellowship and two South African volunteers who were arrested on 04 November 2022 under the allegations of supporting terrorism, were denied bail by a Mozambican court. The Links between Conflict and Hunger in Somalia How conflict actions contribute to food insecurityThis report explores conflict events that directly undermine food security in Somalia with the aim to contribute to a better understanding of the connection between conflict and hunger. It highlights how attacks on rural populations, attacks on food infrastructure and the food supply chain as well as threats affecting humanitarian agencies directly contribute to food insecurity.
The analysis shows that violence against civilians, air strikes, attacks on markets and attacks on water transport as well as humanitarian access constraints are key concerns. The presented data highlights the need for further discussion of how such conflict event data can be used by the humanitarian community to support programming that prevents hunger.
The report is based on data from the period 1 January 2017 to 30 September 2022 using the Food Insecurity and Violent Conflict (FIVC)- Somalia dataset. Access it on HDX.

Sudan As reported on 12 February 2023: The Sudanese Government’s Humanitarian Aid Commission has been taking measures in several instances that would impact the freedom of registration and re-registration of NGOs, and the freedom of their activities. Source: Radio Dabanga Asia Afghanistan Throughout February 2023: According to a survey by the UN Women, the ban imposed by the Taliban Government last 24 December to restrict women from working in the humanitarian field has impacted 93 percent of NGOs operating in Afghanistan in their ability to reach women in need. In particular, widowed women who lack a male guardian who would, as per Taliban rules, escort them to aid distribution points, which are mainly operated by male community elders, are turned away, and asked to send a man in their stead to collect aid. Source: The Khaama Press Myanmar 13 February 2023: On the Mandalay-Mogoke highway, near Kan Hpyu village, Let Kaung Gyi village tract, Madaya township, Aungmyaythazan district, Mandalay region, an ambulance belonging the LNGO Let Pan Hla was shot at at least 16 times, injuring a volunteer male ambulance driver in the right upper arm and damaging the windshields, tyres, and body of the vehicle. The ambulance was returning to Let Pan Hla village after taking a pregnant woman to hospital in Mandalay town. A civilian was injured. The facility served as a hub from where the LNGO and other partners, including the UN, would deliver aid to Bakhmut, Avdiivka and other frontline communities and a centre for aid distribution. Middle East and North Africa Iraq 10 February 2023: In Duhok province, an aid collection station for the Turkish earthquake was attacked and an unspecified number of aid workers detained by security forces. Source: ACLED1 Islamic Republic of Iran As first reported on 30 January 2023: In Khoy county, West Azerbaijan province, anti-riot police deployed an armoured water cannon truck to disperse victims of the 28 January earthquake waiting to receive tents. Sources: Iran International and The New Arab Syrian Arab Republic 06-09 February 2023: In Aleppo, Idlib and Latakia governorates, the Syrian Government has warned that US economic sanctions against Syria are hampering earthquake rescue and relief operations. On 09 February, the US Treasury’s Office of Foreign Assets Control authorised for 180 days all transactions related to earthquake relief that would be otherwise prohibited by the Syrian Sanctions Regulations.
