Data on incidents where aid workers were killed, injured, kidnapped or arrested (KIKA) is now available for download on HDX and our website covering the period 01 January 2020 to 04 February 2023. The dataset includes a brief incident description, the reported perpetrator, the weapons used, the type of organisation and programme affected as well as  anonymised available details about the affected staff. Burkina Faso
08 February 2023: Along the Dedougou-Toughan road, near Dedougou village, Sourou province, Boucle du Mouhoun region, a clearly-marked MSF vehicle carrying a team of four people, including medical staff, was ambushed by armed men who shot at the passengers, killing the logistics supervisor and the driver, both male and from Burkina Faso. Two other staff escaped without harm. Ethiopia
17 February 2023: In Tabiya Agere Lekoma, Erob woreda, Tigray region, two humanitarian aid trucks of CARE Ethiopia carrying food aid from Adigrat to Downhan were shot at by suspected Eritrean forces. The trucks were forced to return to Adigrat. Source: Twitter
 
 
Mozambique
19 February 2023: Update: A US pilot from the US-based ministry Mission Aviation Fellowship and two South African volunteers who were arrested on 04 November 2022 under the allegations of supporting terrorism, were denied bail by a Mozambican court. Sources: Christian Post and CBN News
 
Somalia
11 February 2023: In Lasanod city and district, Sool region, a volunteer from the Somali Red Crescent was killed by a stray bullet amid fighting between Somaliland troops and local forces.  Sources: AA and Twitter

The Links between Conflict and Hunger in Somalia
How conflict actions contribute to food insecurity

This report explores conflict events that directly undermine food security in Somalia with the aim to contribute to a better understanding of the connection between conflict and hunger. It highlights how attacks on rural populations, attacks on food infrastructure and the food supply chain as well as threats affecting humanitarian agencies directly contribute to food insecurity.

The analysis shows that violence against civilians, air strikes, attacks on markets and attacks on water transport as well as humanitarian access constraints are key concerns. The presented data highlights the need for further discussion of how such conflict event data can be used by the humanitarian community to support programming that prevents hunger.

The report is based on data from the period 1 January 2017 to 30 September 2022 using the Food Insecurity and Violent Conflict (FIVC)- Somalia dataset. Access it on HDX.

Afghanistan
Throughout February 2023: According to a survey by the UN Women, the ban imposed by the Taliban Government last 24 December to restrict women from working in the humanitarian field has impacted 93 percent of NGOs operating in Afghanistan in their ability to reach women in need. In particular, widowed women who lack a male guardian who would, as per Taliban rules, escort them to aid distribution points, which are mainly operated by male community elders, are turned away, and asked to send a man in their stead to collect aid. Source: The Khaama Press
 
Myanmar
13 February 2023: On the Mandalay-Mogoke highway, near Kan Hpyu village, Let Kaung Gyi village tract, Madaya township, Aungmyaythazan district, Mandalay region, an ambulance belonging the LNGO Let Pan Hla was shot at at least 16 times, injuring a volunteer male ambulance driver in the right upper arm and damaging the windshields, tyres, and body of the vehicle. 14 February 2023: In Kostiantynivka city, Kramatorsk raion, Donetsk oblast, the Palace of Culture where the Centre for Issuing Humanitarian Aid operates, was damaged as the result of shelling by Russian forces. A civilian was injured. Sources: OstroTelegramTwitter and UN
 
14 February 2023: In Kherson city, raion and oblast, a warehouse belonging to the WFP partner LNGO Tarilka was hit by airstrikes, injuring an aid worker. Sources: Twitter and UN
 
15 February 2023: In Bukovyna oblast, the director of the regional hospital reportedly sold 20.000 units of medicine and medical products from humanitarian aid. Source: Crime Zone
 
15 February 2023: In Chasiv Yar city, Bakhmut raion, Donetsk oblast, a warehouse belonging to the LNGO Proliska was hit and damaged during airstrikes. The facility served as a hub from where the LNGO and other partners, including the UN, would deliver aid to Bakhmut, Avdiivka and other frontline communities and a centre for aid distribution. Source: UN

10 February 2023: In Duhok province, an aid collection station for the Turkish earthquake was attacked and an unspecified number of aid workers detained by security forces. Source: ACLED1
 
Islamic Republic of Iran
As first reported on 30 January 2023: In Khoy county, West Azerbaijan province, anti-riot police deployed an armoured water cannon truck to disperse victims of the 28 January earthquake waiting to receive tents. Sources: Iran International and The New Arab
 
Syrian Arab Republic
06-09 February 2023: In Aleppo, Idlib and Latakia governorates, the Syrian Government has warned that US economic sanctions against Syria are hampering earthquake rescue and relief operations. 06-14 February 2023: In opposition-held areas, Aleppo governorate, UN humanitarian deliveries for survivors of the 06 February earthquakes only started on 09 February via the Bab al Hawa Crossing. As first reported on 10 February 2023: In Jableh city, sub-district and district, Latakia governorate, government representatives have been accused of stealing Syrian Arab Red Crescent aid intended for survivors of the 06 February earthquakes.
