     Global Disaster Alert and Coordination System — Newsletter 12/05/2022

    This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and     response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones,     volcanic eruptions, floods and droughts. The color coding (red, orange, green) is related to the estimated     humanitarian impact of the event.

    DAILY FLASH

    Colombia – Violence and insecurity (ECHO FLASH 11 May 11:48:33 AM)

  • In response to the extradition to the US of the drug kingpin “Otoniel”, the Gaitanist Self-Defence Forces of Colombia (AGC) declared an “armed strike” (shutdown) starting from 5 May and due to end on 10 May in the departments of Córdoba, Antioquia and Chocó, explicitly prohibiting all social, economic and educational events, resulting in alarming levels of violence.
  • All DG ECHO partners in Chocó, Córdoba and Antioquia have suspended their operations until the declared end of the strike and will further assess the security situation then.
  • The humanitarian situation in Chocó, with more than 45,000 people affected by confinement linked to the action of armed groups since the beginning of the year, has prompted a UN emergency fund allocation of USD 3 million which is to be distributed between the health, protection and food security sectors for urgent humanitarian assistance.
  • In addition, in the area of the Bajo Cauca (Antioquia), several communities have suffered this week from flooding, affecting close to 10,000 people. 

    China - Landslides (ECHO FLASH 11 May 11:48:33 AM)

  • Over the past few days, two landslide events hit the Provinces of Sichuan and Guizhou (south-western China), resulting in casualties.
  • According to media reports, five people died in Rongxian County (Sichuan Province) due to a rockslide that occurred on 10 May. On 8 May, one person died and two others are missing following another rockslide in Bijie City (Guizhou Province).
  • On 11-12 May, light to moderate rain is expected over the affected Provinces and heavy rain is expected across southern China. 

    India - Tropical Storm ASANI, update (ECHO FLASH 11 May 11:48:33 AM)

  • Tropical storm ASANI is moving towards the northern coast of Andhra Pradesh State (central-eastern India), and on 11 May at 0.00 UTC its centre was located approximately 30 km south-east of Bapatla Municipality (northern coast of Andhra Pradesh), with maximum sustained wind of 93 km/h. 
  • ASANI is forecast to make landfall in the morning of 11 May in an area between Bapatla and Machilipatnam (northern Andhra Pradesh), with maximum sustained winds between 75-95 km/h. After that, it is forecast to weaken to a tropical depression, and on 12-13 May it will recurve and move north-eastwards, passing between the Cities of Guntur and Kakinada in Andhra Pradesh. 
  • Red alerts for heavy rainfall and strong winds have been issued for districts in coastal Andhra Pradesh. On 11-12 May, strong winds, high waves, and moderate to heavy rainfall are forecast over coastal Andhra Pradesh and the southern coast of Odisha.

    Australia - Floods (ECHO FLASH 11 May 11:48:33 AM)

  • On 10 May, flash floods due to heavy rainfall were reported in coastal Queensland (north-eastern Australia), resulting in one fatality in Mackay Region, as reported by national authorities. 
  • Several households experienced power outages in Brisbane City, while floodwaters have cut almost 300 road sections across coastal Queensland. More than 100 mm of rainfall was recorded in the last 24 hours for coastal areas in Queensland, between Cairns and Townsville, and in Brisbane City. Several dams are at critical severity levels, and water releases are occurring from Wivenhoe, Somerset and North Pine dams.
  • Flood warnings are in effect for rivers on the central coast and southern coast of Queensland, while on 11-12 May, moderate to heavy rainfall is forecast for coastal Queensland, including the already affected areas.

    Russia’s war on Ukraine (ECHO FLASH 11 May 11:48:33 AM)

  • The number of people forced to flee their homes is continuously rising, with nearly 6 million refugees fleeing Ukraine according to UNHCR, while more than 8 million people are internally displaced according to IOM.
  • Most civilians sheltering at the Azovstal steel plant were successfully evacuated amid intense fighting following the storming of Russian forces. Currently, it is estimated that some 100 civilians are still trapped in the plant, while conditions for wounded soldiers are worsening by the day. There have been repeated calls for safe evacuations, including from the head of the Russian Orthodox Church Ukraine. Up to 100,000 residents still remain trapped in Mariupol.
  • The UN and humanitarian partners have provided vital humanitarian aid to more than 5.4 million people in Ukraine according to UN OCHA.
  • Fuel shortages are a huge concern due to port blockades and bombing of fuel depots. In many fuel stations in northen and eastern Ukraine the sale of petrol is capped at 10L per car. 
  • The European Commission is also coordinating the delivery of assistance via the EU Civil Protection Mechanism to Ukraine, from all 27 Member States and two Participating States. Over 28,000 tonnes of assistance from these countries and items from the rescEU medical stockpile have been delivered to Ukraine via the UCPM logistic hubs in Poland, Romania and Slovakia.
